I have a real paid-for license.  I downloaded this; installed it, and it still shows 2.9.  I also couldn't find anything on MSFN about a new version.  What gives?

Trouble with StartIsBack++ is it keeps breaking with every major update of Windows. I kept updating StartIsBack++ to keep up, but then gave up and now just use Classic Shell (aka Open Shell) which works just as well.

I have never had that problem.  It always ran well for me.  I don't use SiB++ for Start Menu mods, just for taskbar mods.

Ah, well there's the difference: I used it to replace the Fisher Price toy-town Windows Start Menu with the older more professional looking one - and for that StartIsBack++ kept breaking with every major update of Windows.

I don't know how beta it is.  There is no indication of it, but without a word or a reason the official link has been updated as you said.

A convenient alternative to the inconvenient Start menu for Windows 8.1 and Windows 10. The program is compact and quickly installed, has different settings, so you won't feel a significant difference after moving to Windows 7. Of course, there is a free alternative in the face of Classic Start Menu, but in my opinion it is StartIsBack closer to the original.
