Even with incognito mode, if your device or IP has been flagged, Google will automatically ask you to provide a phone number to verify your identity.  If you use any well-known VPN's you will get the same issue.  There are a number of ways around this (ideally use them all):

 

  • Use a residential 4g proxy. These are not VPN's and are no where near as likely to be flagged by Google
  • Use an anti-detect browser, e.g. Multilogin - https://multilogin.com/
  • Use a temporary phone number and use it to receive sms.  However most of these are VOIP based and easily blocked by Google.  There are a few providers that offer physical sms numbers that you can rent. e.g quackr - https://quackr.io  They are not VOIP based so will work on any platform.
  • You can purchase already created gmail accounts online.

Try using a temporary phone number. You may find a lot on https://quackr.io and choose wherever you want. It's pretty convenient because these numbers are completely free and valid for 30 days. However, if you forget your Gmail password, include a real email address so that you may retrieve it in such situations. I'm not sure how well this method works because I've only used it on other sites rather than Google, but you can give it a shot. In any case, you have nothing to lose.  Please let us know if this method works for you. I'm sure there are many people who need it.

I just tried to create a new gmail address without any phone number and no other email address.
There were absolutely no restrictions or additional questions.
The only thing now is confirmation if you want to sign in from another device or even a different browser. You will need a phone, another email, or something to send you an access code. So, make as many accounts as you want, you won't be asked for anything, but you won't be able to access from another location, from another system, and even from another browser without giving  a verification code. So, on one day You may lost everything if don't have place to get verification code.

I knew one trick to create gmail account without using mobile number.

Use your android phone - gmail app to (add another acc gmail-> create new acc) create new account.  and set two factor authentication using any 2fa app on that account.

Done. 😇

I totally get the frustration with phone number verification when creating a Gmail account.
As of now, Google does require a phone number for Gmail sign-up to enhance security and reduce spam. However, if you're still looking for a way around it, I can't promise any magic tricks.
