If none of the above and previously mention things.. from deleting all folders in all areas.. to un-installing.. to cleaning up the installers..to registry cleaning does not help.. and Microsoft cannot help either.. then just do this and forget about it till you get the time and focus to get involved with really researching it..Not being rude here.. but it is a solution .. and unless someone has put a SRP on your system disabling the program from running.. then all of it should have worked..
