Do a  fresh install + add your drivers + add all updates 

Then use the back up tool to reinstall your activation details ;)

If I restore from the backup, the rearm count is 1000 again instead of 1001.

So, I wanted to use the confirmation ID again.

Did you install all your drivers & updates before trying to see if the ID was the same 

Have you tried disabling your network card to see if can activate that way 

Have you got a backup of your activation 

What version of windows 10 are you using

Yeah. There was no network when I did all this.

I restored my backup but rearm count went back to 1000 instead of 1001 after restore.

LTSC 2019.

Wrong 

it would only fail if you've disable a driver or never installed all your drivers or used a different product key then it would product a different HWID number which would FAIL to re activate
