The alpha versions never respect the upload limit or cap, dunno the right word. The max my connection can allow is 25KB/s. I set the limit to 10KB/s when downloading. Set it to 110KB/s but it was downloading at 120KB/s + 5KB/s overhead, the max my connection allows. What's odd here is, all the previous major alpha versions I've used (2.0 alpha, 2.2 alpha, and now 3.0 alpha), all of them had the same problem. Somehow it always got fixed in the final versions.
