What is the cause of the old iPhone not allowing to add Microsoft Outlook email account? 

After several tries still unsuccessful.

Recommended step for old phones.

This iOS can't be updated beyond 12.5.7 because it is system-locked by manufacturers.

Microsoft Outlook account can't be added to both Outlook and Mail app and nor in iPhone settings.
