A site than can manipulate port handling

My friend told me that he had a site that could allow him to play certain games, or run BT. The site allegedly scans and finds the open ports and forces the programs that require a port to work using the ports already open.

An example is BT using port 123 but the University has blocked it. You only have ports 321 open. The site will force the Bt to use port 321. And same with online games too. He apprently got WoW working on his Uni connection.

Is there such a site? and if anyone has any information, please post. Im dying without BT.

Does it specifically state in your network usage terms that you are not allowed to play online games? If not contact the department responsible for the conntection and ask them "why the hell does this shit not work"?
