Remove parts of an image

Hi. Aside from online tools that 'promise to remove anything' but only leave you with stripped-down version of your image. I photograph a lot of graffiti and you always get some idiots that tag around it thus ruining image and just want a simple solution/low-grade piece of 'freeware' that I can remove blemishes and keep natural background colour without turning into some abomination. 

*Note: I am using Windows 7 as have no need to upgrade and my hardware isn't 'ready' for something like Photoshop. Any help be much appreciated.
