Weird issue in Win 10 64bit

Recently i've noticed while i browse on Chrome, Steam,  Skype and similar apps that these symbols that i marked on my screenshot . These symbols are lagging behind my mouse cursor and i can't scroll up and down while these symbols are present in these apps and i can only hold scroll button on my mouse which allows me to scroll up and down in apps. I've tried reinstalling my mouse driver but no luck cause these symbols appear few seconds when everything is loaded. I'm not sure what is causing it to appear cause i've never seen this before.

Did you download/install/visit any suspicious file/site recently?

What about scanning your system with an AV/antimalware and even cleaning it? The mouse driver might not be responsible of such 'behavior'.

Restart Gaming mouse editor, or restart you computer, it should by fixed now.

I think so too.
@DeHaos try to press once the mouse wheel vertically (not sideways)
