I always wondered if a person is going to do any torrenting, Is it best to use the vpn before you go to the download site or before you actually download the torrent? Can someone clue me in on the correct way?

TIA

Basically, VPN is used either to bypass geological restriction or avoiding authorities while downloading copyright stuff. If you live in a country which has strict policy regarding copyright  content then you should use VPN. Know that torrenting is not illegal, but downloading copyright stuff is. Now the other part, it is always best to use VPN before downloading the torrent because many torrent site log IPs when you click the magnet or download the torrent file, i am not going to name them, but they log user IPs for various purpose. So the best case-scenario is to use VPN before you start torrenting, and ALWAYS USE KILL SWITCH while torrenting. Hope that helps. :)

P.S. : Check if your VPN is protecting you properly and not leaking any DNS and/or WebRTC by visiting the following sites:

https://ipleak.net/

https://dnsleak.com/

https://www.doileak.com/

And your torrent Client also, because some torrent clients do leak real ip addresses on some VPNs Clients.

What torrent clients do you recommend @xkryptonx?

I have tried several.  I use qbitorrent.  It is small, light, and easy to use.

Portableapps even has a portable version of it.

I personally use qBitorrent, but know that I have found that qBittorrent leaks real IP address on some VPN Clients. However, it can be avoided by using routing all you traffic through a selected network, in this case your VPN network interface, to avoid leaking your real IP. This can be done by clicking the gear icon > advanced > network interface and selecting the VPN interface. This way if your VPN client fails, and the kill switch fails too, this setting can act as failproof kill switch blocking all your torrent traffic if the selected interface is down. It is always advised to check you torrent client if it is not leaking your real IP address before attempting to download torrent files which may get you in trouble if authorities catch you downloading such stuff.

Again

provides a magnet link to test your torrent client, and see if your client is leaking your real IP or not.  On qBittorrent IP leak can prevented by routing your torrent traffic to selected VPN interface. :)

All depends of what you country does towards pear to pear, if you know or are suspicious about your country's policy about pear to pear, the best thing to do is to use VPN to stay anonymous while you're downloading using utorrent or other p2p application.

i don't personally use any VPN when downloading from utorrent as here where i live they don't really care about that for now. You can download illegal content as much as you want. :P

When using VPN, you need to use a good one which enables you to browse on the net or download with your max internet speed as there are some VPNs which restrain the internet speed which can be problematic when you want to download huge content anonymously.

In answer to the question, use a VPN while looking on the sites, some torrent sites like you to register to have access to a torrent and therefore log your usage. If it gets into the wrong hands it can show you dl'd a file which you may not want to. As such for total anomity use a VPN, that way your isp does not know what site you were looking at or what meta data you dl'd
