I don't believe any specific country has anything to do in it. Hackers don't have a country in mind. They do what they want. There is no use to bring any country in middle.

If a hacker uses VPN or TOR... he / she is either ****** or just want to get caught.

Some VPN services record the IP addresses and browsing sessions of people connecting to their network.

It doesn't mean that if you use Tor you're totally anonymous.

Believe me hackers use TOR more often. Because it is a chain proxy, it is very useful to them. And yes there is nothing that can get you totally anonymous. ;)
