Report: Operating Systems Should Actively Block Pirated Downloads

Apple, Google and Microsoft, are in an ideal position to deter piracy, according to a new report published by Black Market Watch and the Global Initiative against Transnational Organized Crime. The controversial report opts for voluntary or mandatory blocking of pirated content on the operating system level.

When Windows 10 was launched last year, rumors spread that the operating system was equipped with a built-in piracy kill switch.

According to some reports, this would allow Microsoft to nuke all torrents downloaded from The Pirate Bay, and more. A scary outlook, but also a massive exaggeration, for now.

The controversy originated from a single line in Microsoft’s Service Agreement which allows the company to download software updates and configuration changes that may prevent people from “playing counterfeit games.”

Technically this allows Microsoft to block people from playing pirated games across Windows 10 and other services, but thus far there is no indication that this is happening.

However, this week the issue was highlighted again in a report published by Black Market Watch and the Global Initiative against Transnational Organized Crime, which made several recommendations on how online piracy could be tackled in Sweden.

While most of the media attention focused on the role of ISPs, there is an even more controversial proposal that has been largely overlooked. According to the report, pirated content should be banned on the operating system level.

“Other players that possess the potential ability to limit piracy are the companies that own the major operating systems which control computers and mobile devices such as Apple, Google and Microsoft,” one of the main conclusions reads.

“The producers of operating systems should be encouraged, or regulated, for example, to block downloads of copyright infringing material,” the report adds.

The report references last year’s Windows 10 controversy, noting that these concerns were great enough for some torrent sites to block users with the new operating system.

While Sweden doesn’t have enough influence to make an impact on these global software manufacturers, applying pressure through the international community and trade groups may have some effect.

“Sweden’s ability to influence this as a single state is small, but it can take action through the EU and the international community. Copyright holders can also play a role in promoting this through international industry associations,” the report notes.

For now, it’s unlikely that the plan will become reality in the near future.

Yesterday, Swedish ISP Bahnhof responded to the report by saying that it doesn’t want to act as piracy police, and Apple, Google and Microsoft are not going to be happy with this role either.

However, it’s clear that anti-piracy proposals are getting more extreme year after year.

Just do it and give everyone a reason to use open source and use a older O/S and not use you're baby Microsoft  ..They said windows 10 was going start deleting everyone's pirated games and apps back in 2015 a year ago and it never happened  only thing happens is when you upgrade they check to see if the software is compatible and remove it from the start menu and desktop icons if its not.

Microsoft dont have too follow the laws in Sweden. there in the USA..  The day they delete any of my archives that would be mutiny and i would wipe windows and install Linux once again. Just give me a good reason Microsoft that's all i need!

Read the comments  at TF  now the pirates there are talking about switching  to Linux now LMAO

No it dont it just means install Linux and not worry about buying nothing but a vpn ever again  , i stuck Linux Mint 18  on a partition with Windows 10 last  night on my DELL , If they try anything funny i will wipe windows  out and still get software for free. Microsoft dont  have that control  over me ..

I already know how to run Linux  , Ive used served kinds , Ubuntu, Xubuntu, Kubuntu. ,Mint, E OS ,Net Runner , Anti X Debian and Manjaro before . There's so many free O/S  with free software that would not be a wise move for Microsoft or be in there best interest right now . :P

Then you are lucky not to play on PC...

If you want decent performance, Windows is unavoidable unfortunately for games. You can't get all of your GPU power on linux for games right now... I hope Vulkan can change things but for me I'm still dependant on windows for my daily use.

Its only 24 hours in a day. to do stuff.. i got better things to do and too old to be getting addicted to games again...  That's something i done in my teens  before we had PCs in the 80s and 90s We didn't need a PC to play them then and still you really dont.need them to play games. Maybe pirates need a PC to play games but everyone I know that  buys games in real life have a PS4  and they owned PS3 before that  etc .etc .etc . I owned Atari 2600  back in the day even :P

The only thing it will achieve is that people will finally get into dual boot, if they haven't used it before. The only way to block infringing material is to identify it beforehand and i highly doubt mylasttrip.zip is indexed somewhere before someone creates it (it's just some silly Madonna album). ?

Windows for games does not mean Windows 10.  My game machines run Windows XP, Windows 7, and Windows 8.1.  Microsoft can turn on the removal of any software any time they want.  This ability has been coded in System Center for organizations for years so that an organization can designate software to be automatically removed if it is found on the hourly scans of all the computers on the network.  So even if someone would manage to circumvent our restrictions and install something it would automatically be removed.

Having this function for normal users is a no brainer, they just have to designate what they want removed and it is gone.   This could be done easily during the check for updates and during actual update and the user would not even be notified that it is being done.  Just like 'poof', it and all traces magically disappear.

Like Steven36, I have had professional experience with Linux, configuring kiosks, print servers, servers, and workstations.  I use linux for some forensics and security audit systems.  I could use it for my daily OS without any problem.  But I don't need to, I just skip Windows 10 and all is well with the previous Windows OSes.

That's because games don't cost 1200$ or more, which can easily be the case for a single PC software license.?

Why would you need to buy  software for a PS4 ?  No one buys much software anymore expect for games be it console or PC and regardless of how many people pirate games it still sells very good and its not cheap.  If you was to try too sell app software for very much. people would laugh at you, there's  so many free softwares and the cloud has took thee place of a lot of software for many.

Right now Microsoft and Game developers are working on the big plain to make it were you cant crack games even, .Every version of new Windows becomes more controlled .  When i was a teen i wasted all my money on games  every quarter i got went into a machine . If  you like too game and you had no choice you would too.  Any of Argument about games is not really a valid reason to use Windows if you cant afford too  buy games because its  purely for entertainment and you dont have too have them.

There's a big difference in  wants and needs and if you dont got money for you're wants, dont get too comfortable with the fact they can be pirated because this may not be one day, enjoy it while you still can,

i can go over on Linux  only i need to buy is  a VPN  it serves me fine for  what i like to do  . I rather watch a Movie ,Watch TV Shows and listen to music than play games and guess what even if piracy didn't exist i would still watch them I have satellite TV and renting movies is not expensive .That's you're problem you pick expensive things to do for you're entertainment that you can't afford.

Im not going to pay for you're habits  i got my own wants and needs too pay for,     :)

That didn't change anything. You can temporarily switch an AV off or simply add an exception.
