It's reciprocal. Brazilians flee to the States to avoid being arrested for really terrible crimes, far worse than hosting a torrent site. His address was known, he was in the phone book, and when he spent all the money from the robbery he lived off interviews he gave to the press, until he was no longer "interesting". The British police came, but they would not pay the bribes necessary to kidnap him and take him back by force. A few of our politicians were on Interpol's most wanted list. They never travelled outside Brazil, or they would be arrested. Then they discovered they could bribe the Judges here to take them off Interpol's list .... problem solved.
