All languages available are inside folder '\App\VSCode\locales\'. When You unzip the portable version (make a folder before unzip the archive) or use online installer, in this folder: -> C:\PortableApps\VSCodePortable\App\AppInfo there is the file 'AppInfo.ini' and in the section [Details] there is the instruction 'Language=Multilingual': language is select according to You Windows lang.
