[SOLVED] Background Change Issue

Today I noticed that my theme colors were not changing automatically as the theme set up.. and that my desktop background stopped automatically changing and was stuck on one image..

I have tried several fixes, checked registry entries and also Group Policy settings...I have noticed also that after I reset the files in ..

Users/name/AppData/Roaming/Microsoft/Windows/Themes/ that the image disappeared and no other image can be set as a background, not by way of a program, right-clicking the image.. or any other means ( Settings App always being the first choice )

Any help would be greatly appreciated..

EDIT: This was solved by removing ESET Smart Security from my system
