In order to replicate the backup/restore issue, on your Plus (or, on any other Edition,) try performing a backup using any other Mode . . . . . except Normal — now, when you restore from that backup, you'll find that the Mode gets defaulted to Normal.

 

Apart from the Mode, there are some other minor points which do not get exported correctly, as well.

Mode is a menu, not a backup method — right-click your Windows 10 Firewall Control icon at the SysTray Notification Area to see your Mode (at the very top.)

The default behavior of most firewalls is to allow internet access to all apps. & programs — as a matter of fact, the same is also true of most Users.

 

One of the advantages of the Whitelist firewall policy, is that by default, the firewall denies internet access permissions to all apps & programs that the User (or someone else using his system) might install — also, the block is executed silently without any notification or need for User intervention.
