Homosexuals to be barred from entering Kuwait

Dubai, Oct 8 (IANS) Kuwait claims it has developed a medical test to detect homosexuals in order to prevent them from entering the country or any of the Gulf Cooperation Countries (GCC), which include Bahrain, Kuwait, Qatar, Oman, Saudi Arabia and the United Arab Emirates, the Daily Mail reported.

"The health centres will conduct routine medical check to assess the health of the expatriates when they come into the GCC countries," Al Rai newspaper quoted Yousuf Mindkar, the director of public health at the Kuwaiti health ministry, as saying.

"However, we will take stricter measures that will help us detect gays who will be then barred from entering Kuwait or any of the GCC member states," the official said.

According to the media report, it is illegal to be gay in 78 countries, whereas five countries, namely Iran, Saudi Arabia, Sudan, Yemen and Mauritania award the death penalty to gay people.

In Kuwait, a person who is under 21 years of age and is found to be involved in homosexual activities, can receive up to 10 years in prison.

THE QATAR World Cup could be embroiled in yet another controversy after one of its Gulf neighbours unveiled plans for screening tests to "detect" gay people and stop them entering the region.

The bizarre claim came from Kuwait, whose public health minister says that a medical process will be used to identify homosexuals and prevent them from entering any of the Gulf Cooperation Countries – Bahrain, Kuwait, Qatar, Oman, Saudi Arabia and the United Arab Emirates.

"Health centres conduct routine medical checks to assess the health of expatriates when they come into the GCC countries," public health director Yousuf Mindkar told the Kuwaiti newspaper Al Rai, according to Gulf Daily News. "However, we will take stricter measures that will help us detect gays, who will be then barred from entering Kuwait or any of the GCC member states."

Mindkar did not elaborate on the plans, notes Russia Today. "He did not indicate what measures – or how physically intrusive – these might be," it reports. But they have drawn condemnation from gay rights campaigners.

Richard Lane, from gay rights campaign group Stonewall, told the Daily Mail: "These proposals are not only futile but contrary to international human rights law."

Peter Tatchell told International Business Times the move would potentially prevent gay players and spectators attending the 2022 World Cup, due to be held in Qatar.

"This contradicts previous assurances given to Fifa by the Qatar government that everyone will be welcome and that there will be no discrimination," he said. "Fifa now has no option but to cancel the world cup in Qatar. Allowing it to go head in these circumstances would involve FIFA colluding with homophobic discrimination."

Fifa says it is unaware of the "specific" claim by Mindkar, but told IBTimes that it had a "zero tolerance policy towards any acts of racism and discrimination affecting the freedom of private persons – including their sexual and political freedom".

Expatriates flying into Kuwait's International Airport may have to undergo a test that determines their sexual orientation, according to a proposal by a Kuwaiti official.

A senior Kuwaiti health official has plans to test out the country’s “gaydar.”

Yousuf Mindkar, the director of public health at the Kuwaiti health ministry, told Al Rai that he wants to use a “gay detector test” to keep LGBT expatriates out of Kuwait and other Gulf Cooperation Countries (GCC).

“We will take stricter measures that will help us detect gays,” he said in a translation provided by Gulf News.

Visitors already have to pass a health exam before gaining access to the country. Mindkar wants to add the “gay test” to this routine medical screening, though it is unclear how exactly he means to measure homosexuality.

If individuals fail the test, their medical reports will be stamped with an “unfit” and their visas will be disqualified, according to Kuwait Times.


Visitors flying into Kuwait already have to pass a clinical screening. The ‘gay detector’ test may be added to those exams.

Mindkar also spoke out against allowing “third sex” or transgender people into the country.

Mindkar’s proposal will be presented to a central committee on Nov. 11 in Oman.

The proposal reflects the GCC’s homophobic attitudes toward LGBT people. Homosexuality is banned in all GCC countries, which include Kuwait, Oman, Bahrain, Qatar, Saudi Arabia and the United Arab Emirates.

In Kuwait, anyone under the age of 21 who engages in homosexual acts can be thrown in prison for up to 10 years.

Earlier this month, authorities in Oman suspended the country’s “The Week” newspaper for printing an article that was sympathetic towards gay people.

Homosexuality is illegal in 76 nations, according to the International Lesbian, Gay, Bisexual, Trans and Intersex Association. Five countries substitute jail time for the death sentence. In Saudi Arabia, Mauritania, Sudan, Yemen, and Southern Somalia, homosexuality is punishable by death.

Amnesty slams Kuwait's 'gay tests' to keep LGBT out of Gulf

Kuwait, Oct. 13 (ANI): A senior Kuwaiti health official's proposal to introduce a 'gay detector test' at the airport to keep LGBT expatriates out of Gulf Cooperation Countries is 'outrageous' and should be rejected, Amnesty International has said.

Philip Luther, the rights group's Middle East and North Africa director, said that the proposal will only further stigmatise people who already suffer extremely high levels of discrimination and abuse for their sexual orientation or gender identity

According to Gulf News, he said that instead of continuing to discriminate against LGBTs, authorities in Kuwait should work to ensure that people are not harassed and abused.

Amnesty said the proposal would ban anyone found to be homosexual, transgender or a cross-dresser from entering the country, the report said.

Amnesty said the proposal, if adopted, would add a new test to the medical assessments already required for migrants.

Kuwait, like other Gulf countries, bans homosexuality, which is punishable by up to 10 years in prison.
