They're both the same version with same amount of entries.I guess CCEnhancer allows for easy download and install, as it just downloads the same Winapp2.ini directly to the CCleaner location; Instead of you manually downloading the file and putting it in the location.It looks like CCEnhancer is keeping up to date now on new Winapp2.ini releases. I had stopped using it because it wasn't downloading the newest release, but I brought it to their attention and it now looks like they are.I just like checking the official forum release to make sure now.
