Restart you computer, re-install Diskeeper again as a trailware, and then just let the installation end. Download Shajt's patch, install it, and when it's down, try starting Diskeeper from Start Menu, that should do the trick.

HX1
Is your Event Log Services ( Event Logging ) running... or disabled? Try enabling it.. Two Services relative to it..( automatic ) and reboot.. or one depending on OS.. Windows Event Log.. may also need Task Scheduling as well... depending on how you use it.. I think.. HX1
Okay try changing the startup values... to Automatic... then reboot your computer.. and see if ti works then.. in some cases these services must start as appropriated for it to work correctly.. Though it still may not be the case.. In order to properly test the solution you must change the settings and reboot.. :)

HX1
If it is not starting then you should open the Properties Dialog for the service and check for dependencies.. make sure those services are running.. depending on your OS.. Like I mentioned above.. there may be more then one relative to just the logs alone... They would need to be set to Automatic as well if not already.. but being that none of this area is working I would be willing to bet that it has something to do with it... For future reference this is always a good idea when a service will not start.. To check dependencies and logs ( which in this case would be impossible BUT you get the idea )

HX1
Try to run gpedit.msc or the Event Viewer... If neither one of those will run.. then your installation has become corrupted.. I have had this happen twice on my parents computer.. running Windows 7 .. The files which are apart of the .NET 2.0 Framework completely cease to operate correctly in any way or form at all.. Every program which was installed on the OS failed to start or run.. I could run the main management console of the OS yet could not run any snap-ins such as the Event Viewer or Local Policy or Group Policy.. in some cases they would open and crash... I had a Topic posted here about it and searched for over a week to find a resolution to the problem.. including and not limited to changing the Policy on the system, cleaning it.. using multiple tools.. and researching repairing this part of the framework on Windows 7.. Including Boot Disc repairs.. incidentally the files were fine...WHAT I found was that in fact there is no way to repair these installations and components as they are integrated into Windows... Therefore an uninstall and reinstall is impossible.. If your situation is similar then you may have to do this ( Fresh Install the OS ) again.. What I never really understood properly was how it occurred the only thing I had done at the time was do a few installations for IIS 7.5.. direct from MS... I am also not used to such a problem as usually when something like this goes sideways.. I know exactly what caused it as I knew what I had done.. This however does not seem to be coinciding with anything at all.. and random.. You go along and then your programs ad core functionality of the OS is gone.. EVEN looking at the logs.. or errors.. This could be a bug from multiple sources... if I ever trace it down and find out where and how it occurs rest assured I will be reporting it to Microsoft and where ever and whoever else I can.. I went through two weeks of setting that same system up three time.. to only have it fail complete configurations and program installations.. along with multiple mods and so on... Serious problem in my opinion that needs to be fixed... I eventually just left the system like it was .. was nothing that could be done obviously no matter what was done.. so its a basic junker.. dead to me as far as I am concerned..One of the reasons I started to hate .NET Frameworks in the XP days.. but now.. you don't have the option of repair.. you have to wipe it all out..
