I call it stupidity but I'm not sure.Reminds me of the time I actually was in high school and these 2 younger girls from primary school always smiled at me and tried to talk to me while I walked home, lol. Almost everyday, I used to have to strategy my path home on how to avoid converging paths with them cuz you know it was weird right. Maybe I should have spoken to them cuz like 5 years ago I saw one of them and she really grew into something wonderful, lol. Should have atleast made friends back then you know, my regret I suppose.Seriously though I see no issue with this law in Japan, mainly because of the many many many perverts there who make schoolgirl porn. I dunno who to blame for it though cuz I mean when they make the school girls wear mini skirts wtf they expect to happen. I guess the gov't must be trying their best to crack down on those things by over reacting. Kinda like the child porn epidemic in Russia, cept I dunno if their gov't is doing anything about it, I haven't heard anything about Russia in the news since that last bbc report about the civil unrest in Georgia.
