It's misleading to say that the online one is useless though, since it does in fact work (again, be sure that you also have App Installer on Win11). Sure, if you need to install a fleet of 100 you may want an offline version, but free Teams is not one that often (or ever) fits that scenario, so they haven't made many corporate accommodations for it.
