Is there a way to prevent someone from leaving a voicemail on my android phone via settings or 3rd party app by just adding the number without them having to call you from that same number?

Different Android apps and versions have different features.  I have found that if that number is in your listed contacts, you can select to block that number.

I think that could be just a note before following any strange recommendations.
Voicemail and call barring are a carrier service, not a feature of Android.

Phone and calling are not related any way to any kind of operating system.

what 3rd party app does this then plz?

@Betts1964 lookup Root Call SMS Manager on Google Play . . . it works for me.
