Try

  • Remove device
  • Add Bluetooth device again

It's simple issue for all Windows OS starting v8.

You should enable Download over metered connections when you pair and wait till the slider completes twice or more. If the issue still there, re-pair after connecting to internet.

 

FYI: If you didn't reboot (without Fast StartUp) for days, then do it and then pair.

I am doing the remove and reconnect Bluetooth device as well as 
off and then on the Bluetooth switch , and restarting all Bluetooth services.

That's sad. Did you try pairing with another PC/Notebook with Win 8+?

This is to check whether the earphone have damage/connectivity issues.

Also, check if your Bluetooth drivers are latest stable versions.

 

Also, just restarting all Bluetooth services isn't enough. Did you try after rebooting the PC/Notebook?

Just as previously suggested, trying another computer

But what about the obvious?

Ensure Windows default "Playback Device" is changed to the Bluetooth headphones you paired

For Example: I use Bluetooth speakers and have (3) different Audio "Playback Devices" installed

1. Monitor audio output

2. Motherboard audio output

3. Bluetooth speaker output

Additionally, check the volume level in Windows as well as on the headphones themselves.

Again, all just suggestions...

I had to uninstall the software for my Bluetooth adapter reboot and let windows set up my adapter and just not install the software for my Bluetooth adapter and everything works as it should.
