There are a few ways to change your IP.

1. Call your ISP and request it changed. I personally never done this but others have. You did and they basically said to do it yourself.

2. Use a proxy. Tor and hide ip platinum do this but yeah, you can get slow speeds. And its not really changing your IP. More like hidding your IP.

3. Turn off you router and modem for a few minutes. I use this a lot because its the easiest and it always works for me. Im not sure why it doesnt work for you. You say you have a dynamic IP so about every time you sign into your ISP you IP "should" change. All I can say is try again and keep your modem and router off for at least a few minutes.

4. If you dont use a router you can open up the command prompt in windows and type:

ipconfig /release

ipconfig /flushdns

ipconfig /renew

Cable modem connections have a static IP address

DSL line is dynamic... new IP address everytime u get connected

u can check this by the directly connecting the system to the modem and checking ur ipaddress..then logoff and loggin again check ipaddress

if they are didfferent its dynamic.

If u have a router in between ur system and cable modem u might get an ipaddress similar to 192.168.x.x ...so ipconfig /release /renew

would not work.

Connect ur system directly to the cable modem

do a ipconfig check ipaddress

then ipconfig /release

ipconfig /renew

check Ipaddress ... (they might be same)

If they are same then ur ISP would have a copy of ur mac address and it would be using the mac address in its database to identify ur system and provide u with the same IPaddress each time u try to connect.

If u ask me ISP should be able to delete ur mac from the database and provide u with a new IPaddress
