Any adblock, ublock, adguard, ghostery etc can. There are many similarities.

But let me ask, how can your css get to a site that isn't yours?

You may use some apps to disable some of the CSS code execution when you view the webpage, but without having admin access you cannot remove the CSS portion from the HTML.
