This is defined here better ( the link below ) and more efficiently than I can type it all here or quote.. Typically this ( I know of for sure ) is availabe on Vista Ultimate and 7 Ultimate Editions.. however you have to have specific hardware for it to be enabled.. Not really available on Windows XP..BUT there are several options out there for the same thing..

On the Win 7 versions that have Bitlocker, one can use it on any machine regardless of hardware (TPM or not). Not sure if that applies to Vista as well. It is a bit easier to use if one has the TPM though.

You can use BitLocker without TPM. The only thing is you CANNOT Encrypt your OS HDD. If you want to encrypt everything including your OS HDD, then you need TPM.
