Check your PC's Download Speed on Any Other Network. If It Gives Slow Speed on Other Network too. Than You Should Consider Updating your Wifi Adapter Drivers. This Can Help If There's Not A Hardware Problem. Use Driver pack : https://drp.su/en/devices/wifi If your PC is Giving Good Speed On Other Networks, Problem Can Be With your Phones Hardware. I Had Faced Issue With Downloading Speed on IDM Once. That Was Because Of Bitdefender. Bitdefender was Blocking Some Servers While Downloading from warez sites. If you're Using Any Security Software. Check IDM's Speed After Disabling It. Edited February 27, 2019 by DeLtA

I don't think it's my driver issue, on a particular network, I can get 7 MB/s using IDM I am downloading from GDrive, and I don't have bitdefender installed. May be it's my phone problem ... how do I fix it ?
