Ways to Make FREE Calls using Your Own Number using an Internet connection.

Hey... I was just searching for quick ways to make phone calls using my PC . But what I've found till now is that there are services but they allow you to make FREE calls only in US & Canada.

I'm looking for something in the Asian region(specially India). 

Note : I'm looking for something that doesn't require an app on another person's phone.
