Rufus is a utility that helps format and create bootable USB flash drives, such as USB keys/pendrives, memory sticks, etc. It can be especially useful for cases where: you need to create USB installation media from bootable ISOs (Windows, Linux, UEFI, etc.), you need to work on a system that doesn't have an OS installed, you need to flash a BIOS or other firmware from DOS, or you want to run a low-level utility. I  think what he means is once you setup your USB with Rufus....And a new build of Win 10 comes out as in the spring and fall major updates...all you have to do is delete the current files on the USB and extract your new .iso files to the drive..no need to format the USB again.

IMPORTANT (2018.06.03): Windows Defender may be reporting that rufus-3.0.exe contains Trojan:Win32/Plutruption!ARXep.
We have submitted this issue to Microsoft who have CONFIRMED that it was a false positive on their side (submission id e475c9e2-10e5-4d7d-8b0c-8f368c71ae72) and that they will update their antivirus definitions to remove it.
In the meantime, we have also uploaded a new executable, to avoid this inconvenience.
