KUROKO
Even if I start TOR Browser with Windows Firewall Controll (WFC) set to "Medium Filtering (recommended)", Tor connection error occurs. Of course, "Low Filtering" is connectable. Using WFC's "Rule Management", TOR Browser permits Direction outside and inside. Tor Browser (firefox.exe) Location: ALL Enabled: Allow Direction: out and in Can anyone guess the reason why I can not connect ?
Togijak
@KUROKO works perfect You should enable WFC integrating in context menu, go to the tor browser folder, right click on Tor.exe and allow true firewall. It helps if you enable Display notifications the result is that every time a software wants to connect to the net a window is opening with options to allow / block and block for the moment. Togijak
@KUROKO That's why I said you should enable notifications To understand the need of this help sometimes. Lets take Calibre for example, you can allow the calibre.exe but there more software parts that needs internet connection like calibre-parallel.exe and without the notification window its hard to find out what you have to allow. TKS Advice. I understand that can choose to allow (block) the program at the Contol_Panel in the Notifications. ----- Notifications ----- Medium(recommended) / Low / Disabled However, as a beginner I choose Medium(recommended), Always the selection screen comes out and it is troublesome and it is often difficult to select. So, I choose Disabled Position.

OK but most time you just started something if a window coming up. And for situations where you don't know where the XYZ.exe belongs to you could block for the moment (3. option) and use Mythicsoft FileLocator to locate the exe in your system.
