RG patch works very well and is clean
After looking into the patched mirc.exe, it does mainly remove access to symantec, thawte, etc.. license check

...and to avoid connects to mirc´s update servers -accidental or not- you should block outgoing connections to 31.25.190.198 and 50.28.34.67. Safe is safe, you know...

Hey Happiness, Would Hosts block as well too? like 127.0.0.1 31.25.190.198 and 50.28.34.67?

Hosts file only handles manual changes/manipulations of domains and their respective DNS resolution on your local system. IPs, of course, don´t need and don´t use DNS, instead they connect to the internet directly.

Entering IPs into your hosts file like in your example is completely useless (but it´s a very common mistake).

You need to create a blocking rule for outgoing connections in your firewall.

Just installed under Windows 7 64bit. Is it possible that mirc is not 64bit? Got it from the official web site
