You can do it via Windows or phone their help number in your country.

 

U.K. is 0800 018 8354

 

They ask you to type in the digits from the activation screen and you are given numbers to type back.

 

If there is a problem it transfers you to a call centre, usually India and then explain and deal with it.

 

Try here to find your country number.

 

You can also I think do it via your cell phone.
