Just clicked on kodi.tv :  "This domain name has been seized by ICE - Homeland Security Investigations, pursuant to a seizure warrant issued by a United States District Court under the authority of 18 U.S.C 981 and 2323"

The wording is actually text on a web page.

 

This is not how a seized site is setup.  A real seized site has a gif file on the site that contains a seized border, logos and wording all in the gif file.

Some posts on the internet have been saying it is false because ICE does not seize sites, but that isn't true because just a few years ago they seized over 700 sites.
