WHQL actually also doesn't mean a thing - just an MS sticker slapped to them. In case of GPUs - AMD Hotfix/Beta doesn't mean a thing in this case as they are to be used in a 24/7 scenarios (perfect example is 16.9.2 --- virtually zero differences between the earlier "beta" one and the WHQL). But yeah, got your point. The newsposter _could_ just mention that this one has WHQL but there are already newer ones in the wild that's all. Mantle is not developed anymore. They shifted the resources to DX12/Vulkan. But on the other hand --- as far as I know they have fixed the mantle issue/crash in 16.8 or 16.9 (you may want to delete the shader cache just to be sure, and any mantle dll-s in case you have copied some older ones to the in-game folder).
