bad image scan how to fix the quality ?

I have a bad scaned document with a list of numbers. The best image quaility that I can get is the following.

Could anyone help me to fix the quality and create it to a pdf doc with OCR ?

 

espacially nubers 6,8,9 are the same and when I try it to make it OCR I got very bad results.

thanks for the effort but when I try it to make it OCR I took bad results. Any solution using photoshop magic tool ?

In Acrobat Pro DC we can edit scanned documents. Right click on image file >> Convert to Adobe PDF >> Open pdf file >> Right click >> Edit text and images

 

Edit : I tried to create an OCR file using Acrobat Pro DC but it's not recognizing all the numbers. It is recognizing some numbers : 817, 118, 251, 845, 129, 393  .......

Can you re-scan document clearly ?

No I cant' get better quality scan because the document is transparent.

You can stick yellow, blue, green or other color paper behind it by sticking corners with sellotape

maybe place a white paper on top en scan it again.
