If one has the balance knob on their receiver set not in the middle but lets say slightly to the right, does this increase the watts going to the right side speakers or
does it decrease the watts to the left side speakers?

Both options are possible. It means, both are in use, but the most common is - if turning balance to the right, indeed decreases the left channel output and increases the power of the right channel. Most probably You have also this variant, because other variant used very rarely.

Ahhh you are saying then that if my receiver rates 800w total. 400L and 400R. So at full volume if the balance knob is set slightly to the right then I get something like 450w through right spkr and about 350w through the left spkr?

Have not said this kind of thing, and so of course it is not!
