What you are looking for doesn't exist.  Even in WiFi security cameras in the $100-150 range their are problems, either with the cameras capability or the 'free' software that includes ads or the lousy framerates and on again off again WiFi connection.  Some of them only connect wirelessly to a specific montitor sold by the manufacturer, while others will connect to smartphones and laptops.  The included free software for all the systems I have personally seen is really bad, especially with the live ads that they show for other items from the manufacturer.  This is one electronics area where you really do get what you pay for so you have to make a trade off, picture quality versus included software versus whether it will work with a smartphone/laptop or dedicated wireless monitor.  Also note that some of these cameras that claim to be night capable via IR are really red lights, not real IR which can't be seen with the naked eye, and thus are not stealthy and worse yet the lights can bounce off an object and blind the camera.  Before you throw your money away you really need to spend some time searching the various manufacturers sites and reading reviews on the retail sites that carry their products.

If you head over to The Mayan Prophecy web site you can find Blue Iris software. It works very well with almost any camera.

You haven't specified whether you want to access it locally or remotely.
