I think it works the way i.e you need to additionally get premium VPN license to remove data limit.

The same bandwidth limitation here, and my KIS is activated with a legally multi devices key.

I understand this limitation should be applied for trial keys, but for paid licenses it's a kind of fraud from Kaspersky.

About the license

A license is a time-limited right to use the application, granted under the End User License Agreement. The license is related to the unique code that you have for activating your copy of Kaspersky Internet Security.

A license entitles you to the following kinds of services:

• The right to use the application on one or several devices
• Assistance from Kaspersky Lab Technical Support

the reason of this issue can be explained:

 

because kaspersky 2017 TR which can be added the commercial key is available only for English installer at the moment 

 

so if we convert the english interface to any other languages, kaspersky will blocked the license

 

please waiting for the kaspersky 2017 TR or Final is available for Chinese language you can use with Chinese interface

Just an update. My legit subscription works with the TR build so another clue this will be the public release. I know with Kaspersky Beta builds, your commercial license will not work.
