which OS for an older PC

If you're not going to put money into it, stay on Windows 7 Home Basic 32-bit, or Starter.

For a minimal upgrade, I'd spend the big bucks to put in 1 more G of RAM. Get something off ebay that's the same memory as you're using now.

You can put 1 gig in there 1 gig DDRtwo very cheap and windows seven home (professional if you wanted access to administrative features and from the sound of it its you dont) get windows seven home one gig.  Go with windows seven home your not completely stripped with starter and you dont have programs you wont be using with pro home is what your looking for.  Im sure that pentium four is not sixty four bit compatible windows seven home basic sounds good.

win7 32bit or win10 32 bit both optimized to close not needed apps and services, otherwise linux mint mate edition 32 bit

How does an SSD improve it? This PC is my torrent, test and porno pc.

For torrents and pR0n, you can't beat Debian 7, security updates until May 2018, if the PC lasts that long.

I would advise against spending too much on hardware upgrades, old memory can be expensive and a waste if the MB burns out.

"Test" is rather vague. If it's "testing" Windows programs, disregard my suggestion. Though I "test" a lot of stuff in VirtualBox with XP guest on Debian 7. But it's sloooow. Almost as slow as I am.

not quite sure  understood u correct ,but if we r talkin' about SSD u can do same as with HDD,u can reinstall  an OS so times as u wish.

in your case (for do not spend money for old PC) I'll just add small cheap SSD (60/64 Gb) for system drive only but  all "junk" & torrented files  also will install onto D drive HDD.

Whats with the ssd suggestions he said he didnt want it.  What services and apps that are not needed depends on the operating system you choose if its windows seven check this out:

http://www.blackviper.com/service-configurations/black-vipers-windows-7-service-pack-1-service-configurations/

This can tell you what programs you would want to uninstall and services you dont need.  If you choose windows ten (I dont recommend you choose windows ten not right now to many fluctuating issues).  If you decide to choose windows ten after the disclaimers presented here check this out:

http://www.blackviper.com/service-configurations/black-vipers-windows-10-service-configurations/

I use black vipers recommendations myself there safe.

i have all the tiny releases stored on dvd . tinxp ,microxp ,tinywin7 ,tinyvista e.t.c.

Depending on what you want to use the computer for maybe you try tiny win7  or something.

it has a lot of stuff stripped out so runs faster.,

I have a 12 year old WD 80 Gb drive in an old Pentium 4, 1.6 Ghz for XP; last time I checked, indicated 88% of health.

I'm using a 200 Gb WD IDE sistem disk since 7 years ago and health is still 100%. My 2 TB WD, with 3 years is also 100% and my 3 year old external 1 TB WD Passport is 99% - indicates a mysterious problem with one sector, thought a thorough disk check never indicated ANY bad sector. I don't mean to convice anyone about a standard HD being better than SSD: they are not! But it you want to keep healthy your SSD, currently still the best use of it is for system disk.

Having said this, I've read all those good ideas about using anything from Win 7 to Win 10 and some Linux distro. My ONLY advice: go for the highest OS  for which you can get ALL the drivers you need, including your perpherial hardware (printer, scanner, camera, player,  screen projector etc etc...Upgrade to 4 GB is MANDATORY; you might need a GPU depending on your real graphical need, mostly gaming.
