Toggle keys message appears always when laptop is starting up.why?

I'm using a dell inspiron laptop running windows 7 professional 64bit OS.For the Last 2 week,getting following message "do you want to turn on toggle keys" when ever computer is starting up.Tried with re-installing windows 7.but problem still persists.need a help to solve this.

It's a stuck Num Lock key.  Here is an article on controlling all those irritating key shortcuts, the last item on the page concerns toggle keys.

sorry for delayed reply.problem still there.i tried to remove Num Lock/Caps Lock/Scroll Lock keys from keyboard and fix it properly after watching a youtube tutorial.but attempt was in vain.hope to go to a notebook repair centre and get it fix.thanks
