This message is misleadong, at least in the Windows Update dialog.

This is based on that in the privacy settings under "Settings" -> "Privacy" -> "Feedback & diagnostics" -> "Diagnostics and usage data" it is set to "Basic".

and change it to "Enhanced" or higher, the message disappears.

I have a Japanese Windows 10 Pro 64 bits  version,

so I can not say exactly whether the menu names are correct. However, this may be increased. :/

A simple question, before can go forward.
Is this computer registered with your name (if was registered first, what was asked and answered => Yes, I own it or This is my organization computer) - what has been answered then - the an organization or You itself.

You must be owner and that's all.

I don't asked, with what name You registered, but I asked for Your selection during installation process, it is a bit before last settings installation.
Then is asked, is it your company pc or you own it. Default selection is company but You must select "Yes, I'm owner it"

The name you can put whatever you want, it's not important at all.
Now that you have installed, you need to confirm on the Microsoft account, You must get confirmation code over cell phone or some email account. When this all is done, then You are the owner.

Your using the home version some settings are going to be locked unless you try to use registry tweaks to unlock and some items you cannot unlock and you havve no choice to tolerate as its the home edition of windows ten.  I have windows updates configured in group policy editor on my computer if I go to windows update and try to change settings it says some settings are managed by your system administrator (the settings are under control of group policy editor and if I want to change them I havve to go to group policy editor to change them).  Look at this:

http://superuser.com/questions/947755/some-settings-are-managed-by-your-organization-while-not-on-domain

It says what akaneharuka posted and didnt work for the one user who tried to go into privacy settings just to have it say the same message.  I would check Group policy editor open it by pressing windows key and r together should open up run dialog box if it doesnt right click on the start menu and click on run in the run dialog box type gpedit.msc and press enter.  Let us know if any of this information works for you keep us updated on your progress.

I remember you saying that now ill look into this for you if you find the solution before I do post here letting us know sorry about forgetting.  It could very well be a bug in windows ten.  Look at system settings are you on a domain.  Are you in the correct workgroup.  Copy the message and paste it into windows ten user feedback app and see if there are users experiencing a message like that I dont have access to windows ten right now If you look at the feedback from different users someone might have run into this.  You can see if anything is set incorrectly in the registry:

http://answers.microsoft.com/en-us/windows/forum/windows_10-start/windows-10-update-lock-screen-some-settings-are/0857e85d-dd02-42ed-8acf-a5b55b4386ff

What are the values under HKLM\Software\Policies\Microsoft\Windows\Personalization?  Is 'NoChangingLockScreen' set?  Is your set to require CTRL+ALT+DEL to log in?

Thats a excerpt from the link see what the registry value says.  Only try these if you dont find any information under feedback app in windows ten.

Unfortunately...I don't have personalization folder...must I create first?

EDIT: I think your method only for user who can't customize lock screen or greyed out (if not mistaken)

based on your writing, so i'm the owner

My screenshot explained that I have logged in with the Microsoft account that has been verified with email account...

NB:

before last settings installation I choose "Yes, I'm owner it" and the problem still there

when you visit Lock Screen section in Personalization of Settings, you’ll see a warning message that some settings are managed by your organization and options to change lock screen background and everything else in the page gets grayed out, let us see how to fix this.

but unfortunately my settings>lockscreen + start page not grayed out but still have "annoying message"...

I'm still waiting for confirmation "Windows 10 N another user" for the same problem

You have Windows HOME and even the previous HOME (or STARTER) versions had limitations on what could be changed in them.  That is why I always upgraded my home versions on purchased equipment to the pro versions right out of the box.  If you could do the same tweaks in the HOME version as in the Pro then no one would spend the extra money for the Pro version.  Unfortunately, there just isn't much that can be done because of the missing code.
