From How to Install Third-Party Network Adapter Drivers Microsoft

  Quote

If you have made several attempts to configure the network adapter or you had another network adapter installed before the adapter you are currently installing, it may be necessary to restore the Windows NT network configuration to the default settings and then reinstall the network adapter driver. To do so, use the following steps:

  1. In Control Panel, double-click Network.
  2. Click the network adapter on the Select Adapters tab, and then click Remove.
  3. Click Close, and then click Yes when you are prompted to restart your computer.
  4. Reinstall the network adapter driver.

If these steps do not resolve the problem, there may be settings in the registry that are not removed when the adapter is uninstalled. Repeat steps 1-3 above, and then before step 4, follow the procedures in the following articles in the Microsoft Knowledge Base:

147797 Manually Removing Network Adapter Entries from the Registry

146333 How to Remove Network Adapters from the Registry

If the network adapter still does not work, contact the manufacturer of the network adapter for an updated driver.

Then according to Microsoft that and old driver is stuck  in you're registry . I don't seem to had this issue  in windows 8.1  but Im using my clients software ..Even using it I had problems with  the tap , this how i fixed  it I simply took opnvpn installer and uncheck  everything on the installer but the tap and the dependencies and installed it from openvpn installer. fixed it for me.

Yes it could  be, my client  software  gave me trouble  with  the tap before i had to install  the tap from openvpn software to fix it . But its updated  since then I think my client has fixed this but  Ive had it installed since Oct with no trouble .unless i done a clean install  with there updated software there's no way too know though  . I update the tap myself every time  openvpn updates as well as do my online software updates.

Its ether you're  client  not installing  it right  or  you have key stuck in the reg that wont let you install it seems if its not in the device manger.

Did  you try install the tap like this.

1.install  or leave you're vpn software installed

2.Download https://swupdate.openvpn.org/community/releases/openvpn-install-2.3.9-I601-x86_64.exe

3. uncheck  everything  but tap  and its and the dependencies

4 install the tap and reboot

This always fixes mine but all vpn software is not the same.

see here
(HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\RunOnce

also, if you want to reinstall, delete this key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\ROOT\NET

Make a backup of your registry first
