Best TuneUp you get is by not installing a bunch of silly crap onto it and upgrading the hardware.

Forget about software.

Absolutely. Just use Windows' own defrag and disk cleanup (especially system cleanup) as many people said.

Of course, if by "tune up" you mean blocking Windows' own suspicious data-collection, you may want to look here (mostly Windows 10 stuff): http://www.nsaneforums.com/topic/249660-disable-windows-10-telemetry-and-data-collection-collection-of-methods/page-7?do=findComment&comment=1018529

There is no good tuneup software.  All of them have been tested over the years and they all have glaring flaws and exaggerated results.  Best tuneup you can do is not install this crap on your system, don't use your production system to test software (use a virtual manager and virtual OS), and use a known good ccleaner to clean out your temp files and folders.  Your PC will run fine if you follow those rules.

Most of the programs mentioned use the registry, but they could generate unexpected side effects.

imho, just pick up some regtweaks (*.reg) according to your needs & use them carefully.

other options are accesible via the control panel. you can use the godmode applets to modify hundreds of windows options

some options are kept hidden from the normal user intentionally by microsoft

you have to know exactly what you do to avoid messing up with your computer!

for cleaning the junk, some third party apps are more efficient than the native ones.

i use ccleaner & manual deletion of leftovers on a regular basis.

recent computers doesn't need tuning programs to boost performances. just some minor tweaks to improve the user experience.

there is nothing best than the "hardware tweaks": processor speed, amount of ram, good hdd/sdd...

also, make a clean backup of your system & restore it when you need to do so.

PLUS, regularly defrag your PC / notebook(s) and where possible, "use portables". This will help you keep your Windows registry from bloating and lite.
