It's an LG WH16NS40. I started out here: http://www.nsaneforums.com/topic/249501-windows-10-rtm-activation-via-phone-or-kms/page-50 I did a clean install of Windows 10 from a boot disk [not an upgrade]. This is not the type of problem I expected from a new OS. In Windows 7, it worked fine. The BIOS can see it, It was recognized in Hiren's Boot CD, etc.

These are some of the links from the above thread. I have not tried all of them.

I am going to try Resolution 3 and 5 from the latter. I don't have much hope though. i.e. I found out in Device Manager that if "Show Hidden Devices" was checked the drive appeared in DVD/CD-ROM Drives. But, it was "greyed out" [no driver]. And, it did not appear in Disk Manager. I uninstalled it in Device Manager because sometimes doing this and rebooting solves problems. But, now it does not appear even after rebooting or "Scan for hardware changes".

I thought maybe if I had the "specific" driver, I could somehow add it into the mix?

The region was not a factor in Windows 7? Also, I can not access the drive [except in boot disk environment]. I mean I did not have to do this in Windows 7.

This is what worked for me from https://support.microsoft.com/en-us/kb/314060

Resolution 5: Create a registry subkey

Note To use this method, you must be logged on to Windows as an administrator. If you need help verifying that you are an administrator, go to http://support.microsoft.com/gp/admin

Important Follow the steps in this section carefully. Serious problems might occur if you modify the registry incorrectly. Before you modify it, back up the registry for restoration in case problems occur.

To create the registry subkey, follow these steps:

  1. Press the Windows logo key + R to open the Run box.
  2. Type regedit in the Run box, then press Enter. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow
  3. In the navigation pane, locate the following registry subkey:
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\atapi
  4. Right-click atapi, point to New, then click Key.
  5. Type Controller0, and then press Enter.
  6. Right-click Controller0, point to New, and then click DWORD(32-bit) Value .
  7. Type EnumDevice1, and then press Enter.
  8. Right-click EnumDevice1, click Modify....
  9. Type 1 in the Value data box, and then click OK.
  10. Exit Registry Editor.
  11. Restart the computer.

Could someone please explain further the how and why of this?
