For me, Chrome keeps not opening when I click it even after I shut it down in Task Manager. I have to reboot pc and then it works fine again. Using 64bit Chrome on windows 8.1 4gb ram

It does not mean anything other than the Chrome does not close completely, some background processes are employed, although you will not see anywhere any icon.

Usually helps, if completely destroy all User Data. You can maintain only those files:

  • Bookmarks
  • Bookmarks.bak
  • Favicons
  • Login Data

User Data location:

%localappdata%\Google\Chrome\User Data
