Im working on a windows 7 home premium and after the removal of viruses and other malicious content, I tried to install avast free antivirus only to get this message at the end of the installation:

I also tried to install Microsoft Security Essentials but it gave me the same response.

Upon further investigations, I found out that Windows 7 doesn't have a normally built in Group Policy which has been frustrating for me trying to regain full admin rights. Is there a way to regain full rights over this computer so I can rid myself of this problem? I have already tried 3rd party group policy programs designed for Windows 7 but they don't work/turn on.

The only one that can save you, is the Ymicsoft Windows 7 Manager (fully functional 15 day trial period, not requires any activation).
Open the main window then Cleaner => Junk File Cleaner => Options, and select all, only don't check *.bak => Move files to Recycle Bin => OK
Then clean your computer. Then delete all from Recycle.Bin, better wipe or shred them.
If done, run the Registry Cleaner
If done run Repair Center => Rebuild WMI (Windows Management Instrumentation) Repository
If done, reboot.
If the error is still (run in the same place) Windows File Protection, if done - reboot.
If some files can not repair, run Repair All System Components => if done =>reboot.
If the fault has not disappeared, helps You nothing else, but pure (full clean) installation.

Group Policy can be incorporated into Windows 7 Home Premium - BTW, it is already present on your particular copy as evident from your above screenshot.

As far as your error is concerned >>----> (run) GpEdit.msc (from an elevated Command Prompt) >>----> Local Computer Policy >----> User Configuration >>----> Administrative Templates >>----> System >>----> (double click) Don't run specified Windows applications >>----> (switch from) Enabled (to) Not configured.
