It based on IObit Advanced Care tools, ie if You already have IObit Advanced System Care installed, You have also this tool.Maybe You remember, this tool was some years ago available as "IObit Toolbox", but now it isn't anymore available as self-standing toolbox. So I made it.You can select if You want zip or 7z or exe version. They are all the same.So, if somebody needs it, please try. Usually Windows is damaged and needs to be repaired. Or rather, I do not know that someone have found better and faster method solving this problem if the "Refresh Windows". (PS, it is one of the most typical error, which tells of damaged Windows files or services).You can try: (NB: run as administrator)%Windir%\System32\sfc.exe/ scannoworrun cmd as admin and thenDism /Online /Cleanup-Image /CheckHealthDism /Online /Cleanup-Image /ScanHealthDism /Online /Cleanup-Image /RestoreHealthBut personally I particularly don't believe that it help.
