That's nothing to worry... you can unblock it and there's no harm unless its contents are dangerous.

I'm not worried about the files, I just think it's an annoying feature and want to disable it.

i suppose this is normal behaviour, i'm getting this message myself. maybe you just didn't notice before

This is default behaviour, but I found the solution. Apparently I set the setting to Not Configured instead of Enabled. Now I don't get the message every time I download a file.

  1. gpedit.msc
  2. User Configuration > Administrative Templates > Windows Components > Attachment Manager
  3. Enable: Do not preserve zone information in file attachments
