Is it possible to take a backup of my win7 license and restore it to another pc with different hardware using Ms Toolkit ?

It is not possible for the reason xarax already stated. If you need to activate a Windows 7 computer, I recommend Daz's Windows Loader, depending on the edition.

Edit: Do not forget to back-up activation again..

I recommend Windows Loader because it's not making use of public keys that could potentially be blacklisted, but the odds of that are probably low.

Apparently he's talking about just cloning one OS to another different computer and it won't work unless it has same MB and then not everytime; as far as key goes you can use it more than once but not on more than 1 at a time.

To be more precise, I have a vlk key that can be activated only by the phone activation method and I want to install it to another pc and avoid phone activation.

In order to use that key, you're either going to have to use phone activation, or someone is going to have to phone activate for you. Otherwise, you need to use something like Windows Loader or Microsoft Toolkit, depending on the edition of Windows 7.
