Mostly it happens when Kaspersky / AV apps detects some suspicious activity / malware file . . . . Meanwhile, if kaspersky detects a file as lil malware then you will face exactly this problem . . . so better redownload it / access by pausing your antivirus app before accessing to the file

Kaspersky deject KTR as a malware to protect their license its false positive before you download or use

Disable self - defense, pause protection and exit Kaspersky from system tray after that redownload and reuse again.
